CICSA is launching its Phase II Call for Proposals, providing grant funding to help project developers overcome early-stage barriers and bring bankable clean energy projects to market.

About the Call

Despite the strong business case for clean captive energy, many projects struggle to secure investment because of high development costs, limited project preparation, and insufficient investment readiness.

CICSA addresses this gap by providing grant funding and technical support for activities that reduce project risk, strengthen commercial viability, and unlock private investment.

The programme aims to accelerate the deployment of renewable energy solutions for commercial and industrial energy users across Sub-Saharan Africa while reducing dependence on diesel generation.

Who can apply?

Project developers and renewable energy companies

Commercial and industrial energy users

Financial institutions and investment vehicles

Training providers and capacity-building organisations

Industry associations

Consortia, joint ventures, and partnerships (with one organisation designated as the lead applicant)

Applicants should demonstrate the technical, financial, and operational capacity to successfully implement the proposed activities.

Eligibility requirements

To be considered for funding, applicants must:

Project readiness

Proposed activities should enable projects to reach implementation within 18 months of grant award.

Co-financing

Applicants are expected to contribute at least 25% of eligible project costs, demonstrating commitment and ensuring grant funding acts as a catalyst for additional investment.

Knowledge sharing

Successful applicants will participate in programme monitoring and share project data, lessons learned, and best practices to support replication and strengthen the clean captive renewable energy market across Sub-Saharan Africa.

Environmental & Social Standards

Projects must comply with applicable national regulations and relevant environmental and social standards like IFC and IKI Exclusion Criteria, including appropriate end-of-life management for renewable energy equipment.
